Contentious Agreement: Scarborough Energy Project

Woodside Energy leads the Scarborough Energy Project, a major initiative aimed at tapping natural gas reserves in the Carnarvon Basin, approximately 375 kilometers off the Pilbara coast of Western Australia. The Scarborough Joint Venture, Pluto Rail 2 Joint Venture, and Pluto are also involved. The work, which includes adding cargo to Train 1, is progressing steadily and was 67% complete by the end of June 2024. Offshore work, including the installation of a Floating Production Unit (FPU) and drilling several wells, is well underway. They expect the first LNG deliveries in 2026.

But the Scarborough Energy project’s progress is not without controversy. In June 2022, ACF, represented by the Environmental Defender’s Office, began civil court proceedings against Woodside. The legal challenge seeks to halt maritime activities, citing ACF’s concerns about the project’s carbon emissions and inconsistency with Australia’s climate commitments.

Woodside’s reply

However, Woodside Energy has consistently championed the Scarborough energy project, emphasizing its strategic importance to the Australian energy sector. Woodside CEO Meg O’Neill said the decision to dismiss the case was a positive outcome for the business and the wider energy sector. O’Neill said suing projects like Scarborough’s is an ineffective way to address global climate and energy challenges. He said such legal actions create unnecessary uncertainty for businesses, communities and people who rely on the energy generated by these projects.

O’Neill also highlighted the environmental certificates issued to the Scarborough energy project. Those certificates noted that the Scarborough Reservoir contains less than 0.1% carbon dioxide. With efficient management, the project is set to be a low-carbon facility delivering LNG to North Asia.. Woodside believes the project will play an important role in reducing the environmental impact and meeting the development of the region’s energy requirements.

Decision by ACF to dismiss the case of Scarborough Energy Project

Despite the initial decision, ACF ultimately decided to withdraw the legal challenge. In a statement, the organization made the tough decision, saying it was unlikely to win the case. ACF expressed frustration with Australia’s environmental legislation, which it believes is lax in favor of fossil fuel interests. The organization highlighted a significant gap in the Environmental Protection and Biodiversity Conservation Ac. It is  Australia’s key federal nature law, which does not explicitly require climate impact consideration in planning approvals for major projects.

The ACF’s ruling withdrawal underscores the difficulties environmental groups face in holding large-scale fossil fuel projects accountable under the current regulations. The scientific consensus on coal and gas’s role in global warming is clear, but the ACF case highlights the challenge of passing effective legislation.

 Overview of the Scarborough Energy Project

The Scarborough Energy Project is a complex multi-stage project that will significantly increase Australian LNG production. The offshore portion of the project includes the development of the Scarborough gas field. It includes plans for a new FPU to process gas released from 21 wells drilled over the life of the field. The approximately 430 km long pipeline will transport the gas to the onshore Pluto LNG facility. There it will be processed via the new Pluto Train 2 and the existing Pluto Train 1.

At full operation, the Scarborough project will be capable of producing about five million tonnes of gas per year. This will be done via Pluto-Rail 2, with another three million tonnes delivered via Pluto-Rail 1.
